Attestation of Individual Employment Approval (EA)/ Employment Contract & Demand Letter:

In reference to the Ministry of Expatriates’ Welfare and Overseas Employment’s letter no- 163, dated 29 April 2015 that the Government of People’s Republic of Bangladesh has made the attestation of the Visa/ Employment Approval/ Employment Contract/ Demand Letter mandatory from the High Commission of Bangladesh, Male’, Maldives before receiving immigration Clearance (SMART Card) by the expatriate workers/ employees from the Bureau of Manpower, Employment and Training (BMET) in Bangladesh. The Government has also made the pre- departure health screening mandatory for the Bangladeshi workers/ Employees who are coming to Maldives.

According to the Article No- 26 of the new Overseas Employment and Mix-g-r-a-n-ts Act, 2013 (Act No. 48 of 2013) of Bangladesh, Mix-g-r-a-n-t workers shall have the right to be informed about the migration process, employment contract or the terms and conditions of the work overseas, and the right to know about their rights as per the law before his departure.

The aim of the attestation is to allow the employeeto be informed well ahead about his job specification, remuneration and other benefits and to ensure his welfare as the employment contract is examined by the High Commission.

Documents required for Individual Employment Approval (EA)/ Employment Contract:
Employment contracts of Workers/ Employees have to be authenticated by the authorized Officer of the High Commission. Thus, the employers are required to forward the following documents to the High Commission along with their employment contracts for attestation.

A. Covering letter in Employer’s Letter Head
B. Original Employment Approval (EA)
C. Copy of Agreement between Bangladeshi Agency and Employer/ Maldivian Agency (If any)
D. Copy of the Government approved recruiting trade license of the concerned agencies (Copy of ‘Permit to Operate Employment Agency’ attested by the Ministry of Foreign Affairs of Republic of Maldives)
E. Employment Contract and Appointment Letter (02 copies)
F. Copy of Employer/ Director’s Passport/ National ID card
G. Certificate of Registration (Only for Firm/ Company)
H. Approval of Quota issued by concerned authority
I. Copy of Employee’s Passport
J. Original Deposit Slip of Money by the Employers/ Agencies

USD 20/- will be charged for individual EA attestation

Also Please note that, the High Commission of Bangladesh, Male’, Maldives will attest the EA subject to the acceptance of the following conditions by the Employer:
1. Passport of the Employee shall not be retained by the Employer.
2. In case of Death of the Employee, the Employer shall repatriate the mortal remains to Bangladesh at the Employer’s cost.
3. Work VisaCard should be renewed by the Employer well in time.
4. Appointment Letter should have the details of the Employer (Name, Address, Telephone, Mobile and Fax, E-mail address, Country (registered country of Investment), Types of Business, Investment’s Registration Number).

The mission maintains a register for the attestation of the Demand Letter and an amount of US$ 125/- will be charged for each Demand Letterattestation. After the inspection of the company by the authorized officer of the High Commission, copies of the attested documents are sent to the Ministry of Expatriates’ Welfare and Overseas Employment and BMET (Bureau of Manpower, Employment and Training)to provide necessary instruction to the Bangladeshi Agencies.

Attestation of Individual Employment Approval (EA)/ Employment Contract & Demand Letter:

5. Salary: Similar to the lowest salary paid to the Unskilled Labourer/ Workers migrated from the other SAARC countries (Around 200 USD as monthly basic pay). Higher Salary will be needed for semi- skilled and skilled workers.
6. No Attestation for the Domestic Worker until further announcement is made from the High Commission of Bangladesh, Male’, Maldives.

The mission maintains a register for the attestation and an amount of US$ 20/- will be charged for each attestation. The relevant information is sent to the BMET (Bureau of Manpower, Employment and Training) on daily basis. The employer should collect the attested copy and send a copy to the employee via e- mail of fax.

Documents required for Demand Letter Attestation:

Job Orders/ Demand Letter have to be authenticated by the authorized Officer of the High Commission in respect of all employment categories. An amount equivalent to US$ 125/- is charged for the authentication of each Demand Letter. This authentication is valid for one year. For Demand Letter authentication the following documents have to be submitted to the High Commission.
A. Covering letter to the High Commission in Company’s Letter Head
B. Demand Letter;
C. Copy of Agreement between Bangladeshi Agency and Company/ Maldivian Agency;
D. Power of Attorney;
E. Copy of the Government approved recruiting trade license of the concerned agencies (Copy of ‘Permit to Operate Employment Agency’ attested by the Ministry of Foreign Affairs of Republic of Maldives);
F. Specimen Employment Contract;
G. Certificate of Registration of the Company;
H. Approval of Quota issued by concerned authority.

USD 125/- will be charged for individualDemand Letter attestation

Also Please note that, the High Commission of Bangladesh, Male’, Maldives will attest the Demand Letter subject to the acceptance of the following conditions by the Employer:
1. Passport of the Employee shall not be retained by the Company;

2. In case of Death of the Employee, the Company shall repatriate the
mortal remains to Bangladesh at the Company’s cost;

3. Work VisaCard should be renewed by the Company well in time;

4. Demand Letter should include the Date, Address of the Bangladeshi Agent, Job Category, Number of Vacancies, Minimum Basic Salary, Contract Duration, Probation Period, Working Hours, Accommodation, Food, Transportation, Joining and Returning Air Ticket, Overtime, Medical Benefits, Other Benefits, Terms and conditions of employment etc. in a printed Letter Head of the Maldivian Agency/ Company;
